In November and December 2020 NMI consulted on the proposal to update Australia’s pattern approval and verification test procedures with the current international standard for vehicle tanks with level gauging systems. The outcome of that consultation are as follows:
- NMI R 80-2 and NMI R 80-3 have been adopted and published as modified versions of OIML R 80-2 and OIML R 80-3.
- A revised NMI R 80-1 has also been published to reflect the submissions received during the consultation process and alignment with the new NMI R 80-2 & NMI R 80-3.
- All Certificates of Approval for vehicle tanks with level gauging must be reviewed. NMI will contact Approval Holders in due course to commence reviews.
- NMI will undertake a separate public consultation process to review and update NITP 9.

Overview
The National Measurement Institute (NMI) is seeking submissions from stakeholders on a proposal to update Australia’s pattern approval and verification test procedures to align with the current international standard for the level gauging of vehicle tanks in use for trade published by the International Organization of Legal Metrology (OIML), OIML R 80 Road and rail tankers with level gauging.
OIML R 80-1 Metrological and technical requirements, was adopted in Australia as NMI R 80-1 (2014) in November 2014, and is used as Australia’s pattern approval standard for vehicles tanks with level gauging.
In 2017 OIML published OIML R 80-2 Metrological controls and tests and OIML R 80-3 Report Format for type evaluation as supplementary parts of the international standard. Parts 2 and 3 provide uniform test procedures for the pattern approval and verification of vehicle tanks with level gauging. The feedback you provide will help inform their adoption as NMI R 80-2 and NMI R 80-3 respectively and use as part of Australia’s pattern approval standard for vehicle tanks with level gauging.
