Overview

We are inviting members of the public to provide feedback on the proposed updates to the National Greenhouse and Energy Reporting (NGER) scheme and NGER scheme forward work program by making a submission through this public consultation process.

Proposed amendments include:

  • The introduction of market-based reporting of emissions from consumption of biomethane and hydrogen

  • Updated methane (CH4), carbon dioxide (CO2) and nitrous oxide (N2O) emissions factors used in Methods 1 and 2A to estimate fugitive emissions from flaring gas during oil and natural gas operations.

  • Making a mass balance approach for estimating fugitive emissions from gas flaring during natural gas production available to facilities that flare gas during natural gas transmission or distribution.

  • Requiring facilities to report additional data when applying more technically sophisticated methods for estimating fugitive emissions from gas flaring.

  • Annual updates to scope 2 emission factors and amendments to clarify the circumstances for the surrender of renewable electricity certificates.

  • The introduction of amendments to wastewater methods to enable reporters to account for biosolids diverted to biochar production and an update to the N2O emission factor for effluent discharged to estuaries.
