Overview
The Guarantee of Origin scheme will provide a voluntary framework to certify renewable electricity. Renewable Electricity Guarantee of Origin (REGO) certificates will contain information about when, where and how electricity was produced, as well as First Nations attributes. The scheme will help unlock economic opportunities for Australian industry to meet growing domestic and international demand for verified renewable electricity.
The Future Made in Australia (Guarantee of Origin) Act 2024 established the legislative arrangements underpinning the voluntary GO scheme.
The details required for the implementation of the scheme are set out in several subordinate legislative instruments. This round of consultation seeks feedback on the following exposure drafts and supporting documents for the instruments that will support the GO scheme:
An exposure draft of provisions of the Future Made in Australia (Guarantee of Origin) Rules 2025 relating to energy storage systems and First Nations attributes.
An exposure draft of the Future Made in Australia (Guarantee of Origin) Measurement Standard 2025, which details metering and measurement requirements applying to an electricity generation system or an energy storage system under the REGO scheme.
A consultation paper providing operational details of the energy storage systems Rules, the Measurement Standard, and proposed amendments to the National Greenhouse and Reporting (Measurement) Determination 2008 to include REGO certificates.
A concept paper detailing proposed First Nations attributes that can be included on Renewable Electricity Guarantee of Origin certificates.
The inclusion of aggregated systems in REGO requires further stakeholder engagement across a longer timeframe and will be considered in future updates.
This consultation integrates and builds on domestic and international stakeholder consultation undertaken since 2020. Your feedback will continue to assist in developing and refining the design and operation of the GO scheme.
