Overview

We’re working to develop Australia’s Guarantee of Origin scheme; an internationally aligned emissions accounting framework. The scheme will help unlock economic opportunities for Australian industry to meet growing domestic and international demand for verified renewable energy and clean products. The GO scheme has been developed based on consultation, trials and international engagement.

This package integrates and builds on domestic stakeholder consultation from 2020 through to 2023. There are multiple documents included in this consultation. Details on the different areas we are seeking feedback on are:

  • Australia’s Guarantee of Origin scheme design paper – describes the end-to-end participation model from enrolment to data reporting and verification onto certificate creation and surrender. This paper also includes a proposed annual consultation process to expand the scheme into new products outside of hydrogen.

  • Guarantee of Origin Emissions Accounting Approach paper – provides the specific emissions accounting methodology for hydrogen including the necessary formulas and default factors to calculate emissions intensity for hydrogen.

  • Guarantee of Origin Emissions Accounting Approach calculator – an excel spreadsheet that enables users to populate their own data to generate an estimated emissions intensity of hydrogen based on the proposed emissions accounting approach.

  • Renewable Electricity Guarantee of Origin Approach paper – details the proposed design for an enduring mechanism to track renewable electricity generation in Australia.

How to have your say

There are four consultation surveys that you can provide feedback on:

  1. Scheme design survey – closed 24 October – where respondents can provide feedback on the regulatory burden, practicality and ease of participation of the scheme.

  1. Emissions accounting approach – closed 14 November – where respondents can provide feedback on the proposed emissions accounting methodology.

  1. Renewable Electricity Guarantee of Origin approach – closed 24 October – where respondents can provide feedback on the approach to certifying renewable electricity.

  1. Product expansion and prioritisation – closed 14 November – where respondents can provide information on the products they believe should be included within the GO scheme.

Your feedback will inform the final legislation and the drafting of regulations to give effect to the GO scheme. It is anticipated that legislation will be in place in 2024.
