Give feedback on the Cash Distribution Framework Bill 2026 (the Bill).

The Bill strengthens how Australia’s cash system is regulated. It gives regulators new powers to help ensure people can continue to access cash across the country.

What the Bill does

The Bill gives new responsibilities to the:

  • Reserve Bank of Australia (RBA)

  • Australian Competition and Consumer Commission (ACCC).

These powers support a fair and reliable cash distribution system.

Key features of the legislation

The Bill:

  • allows the ACCC to oversee pricing and other terms in agreements covering critical cash distribution services and access to facilities

  • allows the ACCC to set service-level standards to support access to cash for all Australians

  • gives the RBA powers to prepare for and resolve major disruptions to cash distribution

  • requires covered providers to negotiate with customers in good faith.

Consultation on cash distribution

The Council of Financial Regulators and the ACCC consulted on cash distribution reform from 16 July to 15 August 2025.
