I would like to agree with the following statement "A key area of divergence is the handling of specialist roles. Some jurisdictions capture them through separate streams or specific classifications while others include specialist roles within a single classification system.
Where jurisdictions have separate streams for specialist roles, some (e.g. QLD) have a system in place to
accommodate transfer within and between classification levels and systems, preserving mobility."

I believe that recruitment is base too much on level than skills especially specialised experience staff knowledge. There is no room for growth for most staff in APS3 and the loops staff have to apply to get to any higher level is becoming harder. I have applied for permanent roles for APS5-6 in December and still have not received any outcome and when I do will be only be valid until December!
I do believe there are some transferable skills with leadership, team leader etc but for Programme Support Officers and policy there needs to have recognised skills and understanding of the program. I believe the support in leadership can make a difference to development and learning new skills to fill gaps in work streams. In the agency developments in growing into digital technology I believe our specialised staff who have an understanding of current systems is vital in promoting innovation with ways for the agency to grow and be accountable to work. I do think that the Team Leader APS5 & APS6 should be reviewed as to really what is the difference with these roles and I believe they are the same.
